*Partisan gerrymandering created districts shaped like a salamander in Massachusetts, a fajita strip in Texas, and a dragon in Pennsylvania. Incumbents going unchallenged in elections. Low voter turnout. One party domination for a decade. These are some of the ill effects of partisanship in the redistricting process. With the Independent Redistricting Commission, Arizonans thought we had the solution. Unfortunately, the initiative did not give priority to competitiveness. Ken Clark and Michael Mandell held a lively presentation about the Fair Districts, Fair Elections initiative, designed to insure more competitive districts and strengthen democracy in Arizona.
